The report is devoted to the destructive state of the world order. Today, the conventional world order has become a historical phenomenon. It is time to form a new, modern one based on the transformation of all areas of law, on the digital transformation of modern society, considering such trends as “Balkanization of the Internet”, ‘digital cyber sovereignty’, ‘cyber diplomacy’, ‘digital twins’, IoT and AІIoT, immersive technologies, AI, blockchain, etc. Analog states are being transformed into digital enclaves and Meta-Countries, and these processes are shaping a new international order.
